I write to formally object to planning application MO/2025/02695 for the proposed redevelopment of Bull Hill and Red House Grounds, Leatherhead.
As a local resident, I am deeply concerned about the scale, impact and long-term consequences of this proposal for our town centre and community. I am not against development in principle but against what I feel is overdevelopment.
1. Loss of Valued Green Space
Bull Hill and the Red House Grounds are an important green buffer within Leatherhead. They provide visual relief, biodiversity value and informal recreational space close to the town centre.
The proposal would result in the substantial loss of open green character, contrary to the principles of sustainable development and local policies protecting landscape character and biodiversity.
This space is particularly important for families and children, especially given the limited accessible green areas in the immediate town centre.
2. Overdevelopment and Excessive Scale
The height, massing and density of the proposed buildings are excessive and out of keeping with the established character of Leatherhead.
The introduction of large blocks and a multi-storey car park would dominate surrounding streets and nearby heritage assets, causing visual harm and fundamentally altering the character of this part of the town.
Development should respond sensitively to its context. This proposal does not.
3. Highway Safety and Traffic Impact
There are significant concerns regarding:
Increased traffic congestion
Highway safety
Pressure on existing parking
Impact on already constrained town centre roads
Residents have already experienced traffic pressure in this area. The scale of the development will inevitably worsen this.
The recent removal of submitted highway documents from the planning portal has also caused concern among residents. Transparency is essential in maintaining public trust in this process.
4. Drainage and Flood Risk
Given increasing extreme rainfall events, the adequacy of drainage proposals must be scrutinised carefully. Hard surfacing and dense development increase flood risk both on-site and downstream.
The application does not provide sufficient reassurance that flood risk will not worsen.
Conclusion
This proposal represents overdevelopment of a sensitive and valued green site, would harm the character of Leatherhead, increase traffic and infrastructure pressure.
For the reasons set out above, I respectfully request that Mole Valley District Council refuse planning permission.
